Makinde signs Reviewed 2019 Appropriation Bill into Law.
The Oyo State Governor, Seyi Makinde, has signed into law the reviewed state’s 2019 Appropriation Bill of N186bn.
It is N70billion difference to N256bn passed by 8th Assembly and signed by previous government, Gov Ajimobi led administration.
Makinde signed the bill into law at the Governor’s Office, Exco chamber, secretariat, Oyo State, after it was presented to him by the Speaker of the state House of Assembly, Rt Hon Adebo Ogundoyin.
He thanked the leadership of the House for the speedy passage of the bill and the cooperation given the Executive.
“Without the budget being in place, it would be difficult for us to govern the people of the state” he said.
Makinde congratulate the rt hon speaker, Adebo Ogundoyin, the deputy speaker, Abiodun Fadeyi, all principal officers and members of the assembly.
In his statement, "We called you back from your recess because its a duty that can not wait and you came back, did justice to the budget and necessary work to make sure that the budget is passed. "We thank you for that. We met a budget of N285 billion for the year and we went to revenue of almost N5billion from federal allocation, Internally Generated Revenue of N2 billion, making it N7 billion monthly, and if we multiply it by twelve month, making it N84 billion and immediately we saw N285 billion in the budget, we tried to reviewed it.
"Like they say "we should cut our cloth according to our size" but this time around, we need to "Cut Our Cloth According to Our Material". The last budget was not in other, than is why we tried to reviewed it. We came in when the budget has been spent for the fifth month of the year and when we examined the profile, we discovered that if we proceed with that system, at the end of the year we could only achieve 35 to 38 percent budget performance.
"And we also examined previous year budget performance as well, we found out that Oyo state has never got beyond 40%. If you score 40 percent in an exam you know what its really means, FAILURE. And our target is to have at least 70% performance. So, let's work together in transparency and i believe definitely we would achieve a prosperous Oyo state together.
While thanking the Legislature and others for their complementary roles, the governor said no one arm of government could do it alone.
While presenting the bill, the Speaker of the house rt hon Adebo Ogundoyin said the bill was passed by the house of assembly yesterday, and it came at the perfect time and his Excellency in his wisdom has decided to plan for the state according to our resources.
Ogundoyin further noted that there's no way you can plan for a state without having the actual revenue, well accounted fund and well appropriation. The idea is a welcome development. "A budget of N285 billion was passed by the 8th Assembly and there's no way we can plan for the future with that budget and something that is obvious in this administration is that, the Gov Seyi Makinde led administration has set a long time goal for the Oyo state, a goal that even after his tenure as governor as long as the constitution allow, there is still going to be continuity in terms of following up.
God gives his excellency the wisdom, knowledge and understanding required to guide us through the road map and the support of the house of assembly members because we can not achieve what we achieved without the cooperation of the people and civil servant. We congratulates his Excellency and we encourage more cooperation from the people of Oyo State and in Diaspora.
The Speaker commended his colleagues and the entire members of staff for their support and dedication to duty which led to the passage of the appropriation bill.
Speaking with journalists, the hon commissioner for finance, Hon Farinto disclosed that, "when we came into government, we promised people of Oyo state that we're going to run an open, transparent, all inclusive and a relialistic budget size. We met budget of N256billion and looking into the revenue profile, we discovered that its not realistic, so We'd to sent another Bill to the house of assembly to revise the budget and going through it now, it is reduced to N186billion because we believe we have to be open and realistic to the people of Oyo state and the people of Oyo state should expect good governance, openness, development that we target to the masses of Oyo state.
